The Administration Section includes the Support Services, Administrative Services, Accounting and Human Relations.
The Administrative Section is in place to implement and support the policies of the Board of Directors and to provide a comprehensive fire and life safety system to the residents and visitors of the Novato Fire Protection District. This includes strategic planning, fiscal management, facility and apparatus maintenance, purchasing and clerical and financial support services. The goal of the Administrative Division is to gather community feedback, analyze response data, and provide the Board of Directors with the information necessary to develop District Policy.
Support Services
Support Services is a component of the Administration and is headed by a Division Chief who reports directly to the Fire Chief.
Support Services includes the Apparatus Maintenance Division, Communications Division, Technology Division and the Purchasing Division.
Apparatus Maintenance Division - The maintenance division is staffed by two shift personnel who perform their responsibilities in addition to their normal assignments in the Operations Division. They are responsible for the fleet maintenance and repairs for the Districts entire rolling stock of apparatus and equipment.
Communications Division - The Communications Division is staffed by a Shift Battalion Chief and Captain who perform their responsibilities in addition to their normal assignments in the Operations Division. The Communications Division is responsible for all the radio and telephone systems within the District. The District contracts with the Marin County Sheriffs Department to provide emergency dispatch services from the Civic Center in San Rafael. The Communications Division is also responsible for the Districts Computer Aided Dispatch system and apparatus based Mobile Data Terminals.
Technology Division - The Technology Division is the responsibility of the Support Services Division Chief. Technology plays an important role within the District. Planning is a keystone to success and having the correct information in a proper format helps the staff plan and present highly responsive fire protection and life safety options to the Board of Directors. The District contracts with outside contractors to provide the data link between all four fire stations through a wireless system as well as to maintain its Local Area Network and computer systems. Facility Maintenance - Facility Maintenance is the responsibility of the Support Services Division Chief. The District maintains four fire stations and a training facility. Maintenance on these facilities is accomplished through the use of District employees and private contractors.
Purchasing - Purchasing is the responsibility of the Support Services Division Chief who is assisted by a shift Firefighter/Paramedic who performs the purchasing assignment in addition to his normal assignments in the Operations Division.
Administrative Services Division
The Administrative Services Division is headed by the Administrative Services Manager who reports directly to the Fire Chief and is responsible for all clerical support functions for the District. The Administrative Services Manager also acts as the Secretary to the Board of Directors. In addition to the Administrative Services Manager the Division is staffed by three Clerks who assist with the clerical support functions.
Accounting Division
The Accounting Division is headed by the Accountant/Budget Analyst who is responsible for district payroll, accounting services, budget development and projections and vendor reimbursement. The Accountant/Budget Analyst reports directly to the Fire Chief. In addition to the Accountant/Budget Analyst the Division is staffed by one clerk who assists with payroll and vendor reimbursement.
Human Relations Division
The Deputy Chief is responsible for all Human Relations responsibilities for the Fire District. The Deputy Chief reports directly to the Fire Chief.
The Human Relations Division is responsible for:
Recruitment and Selection of Firefighters and all other career classifications within the District
Labor Relation issues implemented through the Memorandum of Understanding with the Novato Professional Firefighters Association.
